I did some further investigating and noticed that the cartoon,
C.O.P.S. was also released in 2003 on DVD and seemed to slip on by everyone wouldn't getting much notice.

Amazon.com link, it was released on November 13, 2003 and you can check out more reviews and information about the DVD itself.
