Yes, it is the first time for either of these figs to be made. I'm happy with them. Here's hoping we get more obscure characters from the series. I also liked the fact that they made them bigger than the standard 3-3/4in.
Ramar gives me LJN D&D vibes.
BTW - that "Fluffy" stole a Ferengi's whip.

Super7 is a weird company. For whatever reason, they've never understood the appeal of army builders (how you hold a MOTU license and never make a Horde Trooper is beyond me).
Their regular Reaction G.I.Joe line has a ton of army builders. In fact they have too many because they make multiple versions of each character. One of them had 9 separate versions, so if you are a completist you'd have to buy 9 Cobra Troopers or the Joe's alternative. Thankfully, they've cut back on that practice. It's cool for variety but it gets pricey when done with every single army builder. It came down to different hair colors, skin colors and facial hair and they did it with both male and female versions.
I also like the fact that were getting more of the characters that never got made. I'm now certain that we'll get the crazy Snake Eyes, Timber, and Shipwreck 3-pk from that scene where SW plays the sax and SE is dressed like Boy George complete with Timber on 2 legs dancing. We've already gotten the Cobra equivalent with CC like an old lady and Destro, and Baroness dressed like civilians, so it's just a matter of time.
