Could be a marketing choice. That figure makes an immediate association in the mind of RAH fans between this line and GI Joe Classified that some people might otherwise miss. Once that initial association is made, follow up connections come more easily, like using the suited figures for Tomax and Xamot and the hooded figure as a classic Cobra Commander.
Nice work here. The suited guys would work as civillian characters too.
