My understanding... Hasbro owns the brand. Disney owns the Power Rangers film and television productions as a result of the Fox purchase. Anything afterwards is owned by Hasbro and licensed to Disney. Playmates has the toy license.

From what I understand, the rights to Power Rangers the Movie are separate from the rights to the television series. Disney owns the rights to the movie through their acquisition of Fox, while Hasbro acquired everything else from Saban.
When Saban introduced the Tengu Warriors from the movie into the series, they changed the name to Tenga. Thats how Hasbro was able to produce these figures.
They were on sale, I liked the movie, so I bought and reviewed them. Power Rangers are now made by Playmates.

Hasbro is done with the line (for now), these figures came out a few years ago. I would be surprised if Hasbro didn't have the rights to the movie(s), since they own the Power Rangers license outright, but maybe there was some licensing deals in place for the films already when they acquired the franchise that have yet to expire, but I'm no expert.
