UPDATE: The figure seems to be coming in and out of stock right now. And you may have an easier time using the Walmart app on a mobile device. I was able to get one just now.

FYI, Wally went up for a few minutes this morning but sold out in a few minutes. They may relist it again and would check the site at 12pm and 7pm PT or again tomorrow at 7am, 12pm and 7pm PT. Those are the time Walmart has said they will be listing stuff for their Collector Con event. I dont know if they will make more available or not but its worth checking back if you want this one.
I think Walmart is way better at figures than Target- so I might just grab this figure up.

Ah man! Another of this version. I want Wally West, the flash. The way he was in kackest Night and at the end of rebirth
It is awkward, yes but it also not that bad looking it has motion in its sculpt, also this figure has really small headsculpt which makes me wonder if it can fit mattel's Wally who had ginormous head, so maybe with head swap we can get humanly proportioned Wally.
I'm kind of amazed that somebody saw that thing and said it was good enough to photograph for marketing. Everything about it looks awkward.
Oh man, they made the dark parts of the costume way too dark.
