The licenses aren't locked up tho. In order for Mattel to make a figure of a legend wrestler they need to be signed to a WWE legends deal (or maybe called a nostalgia contract nowadays). And it's only for a specific length of time. Powertown seems to be signing up guys almost as soon as their WWE deals ends...like with Randy Savage & JYD. Plus there are certain guys who have non-exclusive deals as well like Andre the Giant, Sgt. Slaughter and possibly Randy Savage.
So far, I know Powertown having access to JYD, Tito Santana, Hacksaw Duggan and Kamala has kind of hurt Mattel's LJN homage line, the Colosseum Collection. Likewise, Powertown had Ted DiBiase in ultras wave 1 but, had to remove him because apparently he had signed a deal with WWE.
The only thing I havent been able to figure out is how Powertown were able to make a Tito Santana in his Strike Force attire.

Companies like these, I suspect are why Mattel doesn't make new versions of some of these wrestlers. I went in for the TNA Ultras but I imagine I won't see them until end of the year. So I can't speak on if they'll blend well with other companies.

I noted that these are in 7" scale, so that's probably why. 6" scale might be scooped up but not a whole lot of companies are running 7 inchers, and licenses can be parsed between different scales.
