It's a smooth white stud. I don't know why Lego gave Freeze a stud shooter, but it makes more sense with him than the two they stuck on the Batmobile. Some of Lego's decisions are really weird.

Entirely different shape, but they could have made something. Lego's made a ton of backpacks and air tanks and whatnot. There's a scuba tank piece that's extremely close, they would just have to retool it to lose the breathing hoses.

Edit:I just watched Ashnflash's review on youtube, and Freeze also has no backpack. As someone who collects minifigs and is as much a BTAS fan as anyone who was eleven years old when the show premiered, I had high hopes for this. They've been kinda dashed.

Eventhe Mandalorian Minifigs from their Lego Star Wars sets have their jet packs, they could just have used the same piece.
