I think they are close to 1/25. The most upright of the zombie figures are listed on the Joy Toy website as being at 7.6 or 7.8 cm in height. At 1/18 that only scales out to about 4 1/2 feet tall. At 1/25 they're around 6 feet.

Pretty sure these are being sold in packs and are more intended to be background zombies for big hord diorama setting there is the Zombie lab 1:18 guys that are more articulated plus the hiya walking dead line guys too , hopefully the packs wont be to pricey
