The Masterverse figs have some really excellent sculpt work, but the glossy finish and lack of paint suppresses them. This is just a repainting of some parts completely (face, staff, some of the leathers), picking out some details and pin washes for rivets and musculature etc.

I've seen that too. I've never been a big fan of that pseudo glow in the dark highlighting - makes him look like either Scare-Glow's older brother or the Toxic Avenger. I've always thought just the natural bone look to be the creepiest.
