The instragram post linked above:
"We already had that reissue run planned, and the idea to create these boxes came up after we also found some limited quantities of warehouse stock."

Again, just going to point out, as someone who actually paid attention to that sale, none of the figures from it are shown here. They're clearly not just offloading what remained by blind-boxing them.

Where did they say that?

If you're against the blind box period, then this is not for you.
They might prefer this option to eBay (maybe, again you can end up a loser if you have to buy tons of blind boxes to get a figure you want), but who in their right mind would prefer it to just a straight up sale of the figures in that anniversary production run?
There is no doubt in my mind this was chosen to get rid of surplus figures that are overstocked at 4H (and BBTS and others). They admit they didn't intend to do blind boxes when they ordered the new run. It's just anti-customer and collector all around. But, hey, if you're lucky you might get a Delphina!

What they said makes no sense. They did a special run of a lot of the characters (the ones featured in the smaller picture). Then they found some old warehouse stock. So to accommodate the limited warehouse stock, the special run is being sold blind box?
It's just bizarre. But Mythic Legions has been weird for a few years now. I wanted Vorgus again but I've largely gotten off the train. I would have picked up some more Templars but I'm not buying blind boxes and getting figures that they couldn't sell just a few weeks ago.

They did sell out of a lot of those. Many of the rest will be sold at conventions and such throughout the year. The Horsemen posted on Instagram today that the newer figures would be from the Illithiya, All Stars 4, and All Stars 5 waves.https://www.instagram.com/p/C51dqVFO8-4/?img_index=1
