I found the press release and I've edited enough of them in my time to see that this is just a case of imprecise writing and somewhat careless editing. The quotation marks are unnecessary, since the show titles are all in bold there, and they're also incorrectly used. Quotation marks are to be reserved for episode titles, whereas the titles of tv shows, as well as books, movies, etc. should simply be capitalized. A better version of that blurb would be, "HBO Max is also serving up new episodes of Looney Tunes Cartoons, as well as Batman Beyond and Batman: the Animated Series." I would have fixed that whole damn thing for them for I'm sure a lot less than whomever they actually paid.

Yeah, I wasn't sure where "new" is coming from, because currently Batman Beyond and Batman: The Animated Series are not streaming at all on HBO Max. In January, HBO Max will be streaming both classic series. But there's nothing new, aside from Max being their new streaming home.
