I have same thoughts about quality and cost. Just my FOMO tends to drive alot of my purchases, and been looking to extend my Robocop collection.

Standard figure comes with two heads. If you get the set it's just all the figures in a bundle. So you'd get it either way. I don't think the set is packaged differently. It's just all of them.
