Pretty sure the figure is a 3rd party version of Leto's Joker from ZSJL, from the scene where he says the infamous "we live in a society" phrase from the ironic gangweed gamer Joker memes that were popular in like 2018. It was almost esclusively teens who were in on it so its a deep cut for older fans, but still fun nevertheless.
