Due to the way the license is set up, NECA wasn't allowed to make a straight 7" figure of Michael Keaton's Batman portrayal from 1989. The only way they could do it is to paint it in the old NES video game colors.
Oh is that the line they're going with? Sorry, I know I'm not in business or licensing but it seems crazy that they are allowed to make him in large scale but not in small. My tendency is to think they're holding out, getting as much money as they can out of the video game version before giving people the version they're really going to want. Kind of the same way Mattel played it with the Doomsday. Anyway, nice job on the custom. This is one figure I've wanted for a long time.
It's not a line.
Oh wait, it was.

It's not a line. As Jay said, licenses are broken up like that all the time. Mattel is the master license holder right now. They have the license for the 6" stuff. DC Collectibles also has their 6.75"-7" figures. NECA is only allowed to do 18" DC stuff. This is the ONE exception, because Randy Falk was able to figure out a loophole with the video game deco. Nope its not a line and licensing is where the money is at. Toy licenses are often broken up into very strict rules regarding scale. Even the 18" license in some cases has restrictions. For instance Hasbro as the Master Toy License for Marvel won't allow NECA's 18" figures to be sold at any mass retail outlets like TRU, only through the specialty market is NECA allowed to sell the Marvel ones. Honestly I am surprised WB allowed NECA to make this one, but I would not hold my breath for a regular 6=7" Michael Keaton Batman from NECA. This figure might entice Mattel to make one assuming at some point they weren't already planning to but not NECA.
